Garden State Energy Storage Program (GSESP)
Solicitation Phase 1 Tranche 1:
June 25, 2025 – August 20, 2025
The Garden State Energy Storage Program (GSESP) Registration Portal will open to new registrations on June 25, 2025, at 12:01 AM (EDT). Bids will be accepted until August 20, 2025, at 11:59 PM (EST).
Program Update
This homepage will provide application materials and a link to Infoshare, through which applicants will submit project proposals for consideration under the Garden State Energy Storage Program (“GSESP”) Tranche 1 solicitation. Tranche 1 is open to transmission-scale projects, including standalone storage, storage additions to existing solar, and solar-plus-storage resources. However, storage additions to existing solar and the storage component of any solar-plus-storage resource are only eligible if they do not and will not receive any storage incentives from the Competitive Solar Incentive program.
The New Jersey Board of Public Utilities launched Phase 1 of the GSESP via an order issued on June 18, 2025.

*Note: Bidders may submit new bids and prequalification information until the final deadline. However, only bidders who submit prequalification information by July 23, 2025, will be guaranteed a review for deficiencies and the opportunity to correct the deficiencies before the final bid deadline. After the final bid deadline, no changes to bids or prequalification information will be accepted.

Stakeholder Meetings
2024
Staff of the New Jersey Board of Public Utilities (“BPU” or “Board”) hereby gives notice of a virtual stakeholder meeting to present the Garden State Energy Storage Program (“GSESP”) 2024 Straw Proposal (“Straw”) and associated draft rules. This 2024 Straw Proposal builds on the BPU’s September 29, 2022, GSESP Straw Proposal to reflect stakeholder input solicited by the BPU via a Request for Information (“RFI”), which the BPU issued under Docket No. QO22080540 on August 8, 2023, as well as analysis and modeling performed by Staff’s consultant over the past year.
The State of New Jersey has one of the most ambitious storage targets in the nation, with a statutory mandate to achieve 2,000 megawatts (“MW”) of installed energy storage by 2030. Energy storage resources are critical to increasing the resilience of New Jersey’s electric grid, reducing carbon emissions, and enabling New Jersey’s transition to 100% clean energy. The GSESP described in this Straw will build a critical foundation for a long-term energy storage effort in the State.
In this Straw Proposal, Board Staff proposes to create two energy storage programs for Front-of-the- meter and Behind-the-meter energy storage incentives, patterned after the Board’s Successor Solar Incentive (“SuSI”) Program. However, while the SuSI Program incentivizes stand-alone solar and Grid Supply solar-plus-storage projects, this Straw will focus on incentivizing stand-alone Grid Supply energy storage projects as well as solar-plus-storage projects that are ineligible to receive incentives from the SuSI Program. Incentives will not be retroactive. Only energy storage projects placed into service after the date of the Board Order establishing this program will be eligible for incentives.

If you want to reserve a speaking opportunity, please register at least 48 hours before the start of the meeting and indicate your request to speak during the online registration process. The meeting also discussed the potential use of the PJM marginal carbon intensity signal to drive investment in energy storage and incentivize operating projects to maximize carbon emission reductions.
